does that guy not pay his bill, cause everytime i look there, that message board is down from a critical error.

Since I assume the site is running on a shared hosting plan, he either does not have a plan that supports the level of mysql use his forum requires or the mysql server is improperly configured. There are workarounds for this, however ideally the host would just reconfigure the mysql server (assuming it is not a plan limitation).

I suppose it is possible that he is being attacked somehow.
